croos25062015How does St. Maarten screen civil servants coming from the Netherlands?

PHILIPSBURG: --- The head of the Cadastre Office Clemens Roos who was arrested last week Wednesday based on a request from the Netherlands was convicted to 22 months imprisonment for defrauding the social welfare system.
Prosecutor Tineke Kamps said on Sunday that Roos was convicted in the Netherlands for fraud. When asked to elaborate on what really “Social Premiums” meant Kamps further explained that Roos collected monies for childcare that he was not entitled to. SMN News asked Kamps when Roos committed the crime and when exactly he was convicted. Kamps said she could not provide a timeline as when the crime was committed neither can she say when Roos was convicted. “The only people that can give those details is the Dutch court where Roos was convicted.”
Roos is the second person that came from the Netherlands and worked on St. Maarten for several years before it was discovered that they are either wanted or either convicted in the Netherlands. The first being an IT technician that worked for government.
It is clear that persons coming from the Netherlands escape thorough screening whenever they come to St. Maarten to work either for government or the private sector.
